Customs roadmap with Kazakhstan for 2027–2028 signed at Kyzyl-Adyr

Electronic pre-clearance at the Talas North Terminal, a shared schedule of inspection hours and a separate lane for low-risk lorries.

The ISEZ Customs Service and Kazakhstan's customs authority on Monday signed a roadmap for 2027 and 2028 at the Kyzyl-Adyr district offices.

Under the roadmap, carriers will file declarations electronically before reaching the frontier, the two services will exchange manifest data for bonded loads in advance, and lorries flagged as low-risk will use a separate lane at the Talas North Terminal. The ISEZ side will provide two vehicle scanners and the declaration software.

Like the 2008 Northern Border Demarcation Protocol, the roadmap is a technical document. Inspections remain coordinated by the two services.

“A driver should know before he leaves Talas how long the frontier will take,” said Anvar Sultanbekov, deputy director of the Customs Service.

The Office of the Lieutenant Governor is also reviewing slot scheduling at the terminal with its Kazakh counterparts, so that Iradi grain, feed and cotton-thread shipments keep their places in the harvest weeks while transit volumes are high.
